Eugene Hoeven
Founder & Principal
Eugene Hoeven is Founder and Principal of EH&A Aviation Advisory, with over 30 years’ experience across the aviation and aerospace sector. He advises governments, civil aviation authorities, ANSPs, airports, and industry stakeholders on aviation policy, regulatory strategy, governance, and the implementation of international standards. He also supports emerging aviation and aerospace ventures in defining regulatory pathways that enable safe and scalable commercialisation.
His work focuses on aviation policy and infrastructure economics, cost-recovery charging and business models, regulatory frameworks, safety and risk governance, and the integration of emerging aviation systems, including BVLOS drone operations and advanced air mobility (AAM).
Eugene serves as the anchor advisor on engagements, combining strategic insight with hands-on project leadership—aligning stakeholders, structuring regulatory pathways to commercialisation, and supporting implementation in complex, multi-stakeholder environments.
Prior to founding EH&A, he held roles with CANSO, IATA, Bombardier Aerospace, Royal Schiphol Group, and KLM Royal Dutch Airlines. He has represented industry at ICAO on economic policy and governance matters, contributed to international standard-setting, and led initiatives to improve the efficiency, performance, and governance of the global air transport system.
